RfP: Grenada Clean and Healthy Ocean Project – Policy Assessment Consultant

The Nature Conservancy (TNC) has issued a Request for Proposals (RFP) for a Policy Assessment Consultant to support the “Improving Waste Management and Public Awareness for a Clean and Healthy Ocean” project in Grenada. The initiative is part of the global Clean and Healthy Ocean Integrated Programme (CHO-IP), funded by the Global Environment Facility (GEF), and is scheduled to run from 2025 to 2030. The project aims to mitigate marine hypoxia in Grenada by addressing land-based nutrient and organic pollution. The selected consultant will be tasked with evaluating existing policy, legal, and regulatory frameworks to identify gaps, barriers, and opportunities for improved marine pollution management. A core requirement of the consultancy is the integration of a gender-responsive and inclusive approach to ensure that policy recommendations address the needs of women, youth, and marginalized groups. The consultancy is expected to last seven months, beginning in January 2027. Key responsibilities include reviewing national legislation related to wastewater, water quality, and coastal management; conducting a gap analysis; and developing evidence-based policy briefs for decision-makers. The consultant will also be required to facilitate multi-stakeholder workshops to validate findings and gather input from government agencies, civil society, and the private sector. Qualified individuals or firms are eligible to apply, with a preference for candidates based in Grenada or the wider Caribbean region. Applicants must hold an advanced degree in a relevant field, such as environmental policy, law, or marine science, and possess at least seven years of professional experience. Proposals must be submitted via email to TNC by 11:59 p.m. AST on November 27, 2026. Submissions must include a technical proposal, a financial proposal, and the curriculum vitae of all involved personnel. TNC reserves the right to reject any proposal and will evaluate submissions based on technical merit and value for money. Further information and clarifications regarding the RFP process can be requested via email, referencing RFP number GNDCHOIP003.
