Noboa Proposes Tax Amnesty: Seventh Since Correa Era

President Daniel Noboa has proposed a tax amnesty, which would be the seventh such measure since the era of former President Rafael Correa. The announcement comes as the government seeks to boost revenue and simplify tax compliance.

Under Correa, four tax amnesties were enacted. His successors, Lenín Moreno and Guillermo Lasso, each implemented one. Notably, Moreno’s amnesty generated the highest revenue collection among all previous initiatives.

The proposal raises questions about the effectiveness of repeated amnesties and their impact on long-term tax compliance. Critics argue that frequent amnesties may encourage taxpayers to delay payments in anticipation of future forgiveness.
