Under Correa, four tax amnesties were enacted. His successors, Lenín Moreno and Guillermo Lasso, each implemented one. Notably, Moreno’s amnesty generated the highest revenue collection among all previous initiatives.
The proposal raises questions about the effectiveness of repeated amnesties and their impact on long-term tax compliance. Critics argue that frequent amnesties may encourage taxpayers to delay payments in anticipation of future forgiveness.
Supporters, however, view the measure as a necessary tool to bring delinquent taxpayers into the system and provide relief amid economic challenges. The government has not yet released specific details on the proposed amnesty’s terms or duration.
