Luxembourg’s Food Production Gaps Complicate the Question of a Week Without Imports

Luxembourg’s ability to produce beef and dairy does not mean it can supply its entire diet domestically. A University of Luxembourg account of research by Dr Rachel Reckinger describes a food system that is self-sufficient in those two categories but produces only 3.5% of its vegetables and less than 1% of its fruit.

The university’s account also says Luxembourg imports the majority of its transformed food goods. Together, those findings reveal substantial differences between food categories, rather than a single, uniform level of national self-sufficiency.

Reckinger’s work examines food sovereignty and resilience in the light of the Covid-19 pandemic. It highlights how even wealthy Western European countries considered food-secure can remain vulnerable to shortages, alongside weaknesses associated with over-reliance on export markets.

Could Luxembourg manage one week without imported food? These production figures cannot settle that question. The university’s account gives no inventory of food already held in shops, warehouses or households, and no calculation of how long those supplies would last. It also provides no basis for predicting specific household shortages or price changes during a seven-day interruption.

What it does establish is an imbalance: self-sufficiency in beef and dairy coexists with very limited domestic fruit and vegetable production. Reckinger identifies a possible direction for strengthening the system through ecological regeneration, a more locally rooted economy and participation across food systems, supported by grassroots action, state incentives and a national Food Policy Council.

The defensible conclusion is therefore narrower than either reassurance or alarm. Luxembourg has important domestic production strengths, but those strengths do not cover the full range of food it consumes. Assessing a week without imports would require evidence about available stocks and distribution as well as agricultural output.
