Government officials and telecommunications operators in the Democratic Republic of the Congo have begun a series of mobilization efforts to support the country’s second General Census of Population and Housing, known as RGPH-2. On September 17, 2026, Minister of State for Planning and Development Coordination Guylain Nyembo met with members of the Union Sacrée de la Nation in Kinshasa to discuss the objectives of the census.
Minister Nyembo emphasized that the census is a statistical operation intended to provide updated demographic data for public policy and investment planning. He stated that the project is distinct from electoral processes and is necessary for the effective development of infrastructure, schools, and hospitals. According to the minister, the data collected will be vital for national sovereignty and informed decision-making.
Henri Marie Kazadi Mutombo, national coordinator of the Central Census Bureau, noted that more than 42 years have passed since the country’s first general census. The RGPH-2 process is currently in its preparatory phase, which follows a preliminary stage and precedes the general enumeration and post-enumeration phases. Several administrative bodies, including the National Census Commission and the Central Census Bureau, have been established to oversee the project.
In a separate meeting held the same day, representatives from major telecommunications companies—including Africell, Airtel, Orange, Vodacom, and Global Broadband Solutions—pledged to support the initiative. The operators agreed to assist with public awareness campaigns through SMS messaging and other communication channels.
The next stage of the process, the census mapping, is scheduled to begin in Kinshasa on September 21, 2026. During this phase, teams will identify and locate households, dwellings, and infrastructure to prepare for the upcoming national population count.
