A grand jury in Texas has indicted a U.S. Immigration and Customs Enforcement (ICE) agent for allegedly striking an immigrant with his vehicle in Houston earlier this month. Harris County District Attorney Kim Ogg’s office announced Friday that agent Mario Alberto Morales faces a second-degree felony charge of aggravated assault with a deadly weapon. The incident occurred on October 10, when 48-year-old Mexican national Miguel Parra Hernández was struck by a vehicle driven by Morales. Surveillance footage of the encounter shows Parra Hernández exiting a van and running through a parking lot before being struck by the agent’s vehicle. According to reports, the vehicle appeared to drive over the victim. Parra Hernández sustained severe injuries, including multiple fractures, and is currently recovering at a rehabilitation center while remaining in ICE custody. Two other migrants, who were also in the van and had been detained by agents earlier that day, witnessed the event. According to the organization FIEL and attorney Kim Bruno, who represents Parra Hernández and witness Luis Enríquez, both witnesses were subsequently transferred to an immigration detention facility outside of Houston. Harris County District Attorney Sean Teare announced the indictment on Friday and stated that an arrest warrant for Morales was expected to be issued that same day. In response to the indictment, an ICE spokesperson characterized the legal action as a "political maneuver" and defended the agent’s conduct, according to reporting by The Washington Post. This case marks the third reported incident of violence involving ICE agents and migrants in Texas since July, and the second to occur in Houston.
