Guyana: Outgoing CARICOM Chairman Advocates for Increased Participation from Leaders

Dr. Terrance Drew, the outgoing Chairman of the 15-nation Caribbean Community (CARICOM) and Prime Minister of St Kitts and Nevis, addressed the issue of absenteeism among regional leaders during key decision-making moments. Speaking at the opening of the 51st regular CARICOM Summit in St Lucia, he urged his fellow heads of government to prioritize their presence during significant discussions. “Whenever this community faces matters of great significance, let us ensure that every head of government makes every effort to be present,” he stated.

His comments come amid controversy surrounding the re-appointment of Dr. Carla Barnett from Belize for a second five-year term, which has faced opposition from the Trinidad and Tobago government. Prime Minister Kamla Persad-Bissessar of Trinidad and Tobago did not attend a virtual CARICOM Summit where concerns regarding Dr. Barnett’s appointment were discussed. Dr. Drew emphasized the importance of resolving issues internally and fostering candid dialogue among leaders, stating, “Trust is strengthened, misunderstandings are resolved, consensus is built.”

He noted that public commentary and media headlines do not resolve disagreements, advocating for respectful conversations among colleagues committed to common goals. Ms. Persad-Bissessar had previously objected to the appointment process and left the CARICOM Summit in St Kitts and Nevis in February before the decision was made. She had delegated Foreign Minister Sean Sobers to attend, but he did not travel due to safety concerns.

During the opening session, Ms. Persad-Bissessar arrived shortly after the CARICOM Secretary-General’s address. Dr. Drew concluded his remarks by commending the Secretary-General for her professionalism and commitment to the community. He acknowledged Trinidad and Tobago’s election to the United Nations Security Council, attributing its success to regional unity and support from CARICOM members.
