The government has introduced the ‘Taxpayer Incentive Gift Programme Operation Procedure, 2083’ to encourage consumers to demand bills for purchases, enhancing tax compliance and transparency. Under the programme, consumers who spend more than Rs 100 at a time for personal use and receive a valid bill or make electronic payments will automatically earn a gift ticket into a bi-monthly draw.
The Ministry of Finance, exercising authority under the Economic Procedures and Fiscal Responsibility Act, 2076, has already endorsed the procedure. The Internal Revenue Department will implement the programme, with draws held on the 1st and 16th of each month. One daily winner will receive a gift worth Rs 133,334, while a bumper winner every 15 days will take home Rs 1 million. However, a 25% tax will be deducted on the prize as per the Income Tax Act.
To claim the prize, winners must submit an application to the nearest Inland Revenue Office within 15 days, along with the original bill, ID, and bank details. If unclaimed, the amount goes to the Prime Minister Disaster Relief Fund. The government says this step will boost voluntary tax participation, encourage bill collection, expand electronic payments, and control revenue leakage.
