**Former Iraqi Minister: Energy Resources Alone Do Not Ensure Economic Resilience**
**ABU DHABI** — Former Iraqi Minister of Electricity Luay Al-Khatteeb stated that possessing significant hydrocarbon reserves and installed power capacity is insufficient to protect an economy from vulnerability.
Speaking at the Hili Forum 2026 in Abu Dhabi, Al-Khatteeb emphasized that natural resource wealth does not automatically translate into economic stability. He argued that resilience requires a combination of institutional coordination, the ability to rapidly restore services during crises, and robust contingency planning.
According to Al-Khatteeb, without these structural frameworks, nations with vast energy endowments remain susceptible to systemic shocks.
