The Expresso das Ilhas spoke with three presidential candidates – Antero Tavares, Gilson Alves and Loisito Tavares de Sousa – ahead of the 15 November election. Antero Tavares has spent roughly twenty years as a magistrate before announcing his candidacy. He says he is responding to a “call from God” and sees politics as a way to shape public policy and reform the state. Tavares presents himself as an independent, impartial and neutral candidate, arguing that the current political climate is marked by a concentration of power and institutional tensions. He calls for a presidency that provides stability, is grounded in the Constitution, conducts rigorous oversight and maintains dialogue with parties and civil society. His priorities include justice, anti‑corruption measures, state modernization and institutional stability. Gilson Alves calls for a fundamental change to Cape Verde’s political system, proposing a shift to a presidential regime that concentrates broad powers in the head of state. He claims the “second republic” failed, criticises what he sees as corruption within the judiciary, and argues that a president with exceptional powers is needed to “reclaim justice” that has been lost. Loisito Tavares de Sousa, a 40‑year‑old teacher and activist who founded the Movimento Independente do Tarrafal, entered the race with the aim of freeing the presidency from “party shackles” that he believes compromise the necessary balance among the branches of government. He says he wants to bring the presidency closer to citizens and their real problems. — ### Study on Cape Verdean students in Portugal A recent analysis of data from the Portal Infoescolas shows that about 40 % of Cape Verdean students in Portugal have failed at least one subject during the third cycle of basic education (grades 7‑9). This places Cape Verde among the foreign communities with the highest retention rates in Portugal. The portal covers more than 1.175 000 students in over 5 000 public and private schools and offers more than 100 indicators for basic and secondary education. — ### Operation Aurora Since the Judicial Police made Operation Aurora public, 25 individuals have been detained, 18 of whom are in preventive detention. The Cape Verdean Institute for Children and Adolescents (ICCA) has followed only one referenced victim. The investigation highlights the need for the protection system to better identify risk situations, receive complaints and refer potential victims. ICCA’s board president, Denise Resende, said: “A case of this magnitude forces the entire child protection system to conduct a serious reflection.” — ### First 100 days of the PAICV government Prime Minister Francisco Carvalho said that the first 100 days of his administration have allowed progress in areas such as water, housing, education, health and energy, but acknowledged that long‑standing problems cannot be solved in a short period. The Movement for Democracy (MpD) has criticised the executive, accusing it of “deep disorganisation and lack of solutions,” and pointed to failures in energy, rising fuel prices, difficulties in agriculture and fishing, and unmet electoral commitments. — ### Cultural event On Friday 9 September, the Centro Cultural do Mindelo will host the launch of José Baptista de Sousa – O Homem, o Médico e o Militar, a book by retired Portuguese Army Colonel Adriano Lima, a native of São Vicente. The book commemorates Dr. José Baptista de Sousa, after whom the current hospital in São Vicente is named. The presentation will be attended by Sousa Santos. — ### Opinion pieces The newspaper also published two opinion articles: “Três últimas mudanças na Administração Pública de Cabo Verde” by Emanuel Miranda and “Tempestades da desgraça e da bonança” by Mário Cardoso.
