Elon Musk, the CEO of SpaceX, accused the Ukrainian army of violating the terms of use for the satellite‑based internet service Starlink. In a tweet posted on Saturday, Musk said the Ukrainian military had used Starlink to launch lethal drone strikes and that the “gap” had been closed the previous week. He did not provide evidence or specific examples to support the claim. Musk explained that Starlink is a commercial service intended for civilian and defensive purposes, not for offensive military operations. He noted that the military‑grade counterpart, Starshield, is under U.S. government control. Ukraine, however, has used Starlink to support its air‑defence, drone operations, logistics and communications during the ongoing conflict with Russia. Ukrainian President Volodymyr Zelensky said on the same day that communications via Starlink and Starshield had been restored to pre‑restriction speeds after a recent slowdown of U.S. satellite‑internet access. In a separate development, Russian authorities reported that a Ukrainian strike on Saturday had caused a cut in water and electricity supplies in the Crimean Peninsula. Sergey Aksonov, the local governor appointed by Moscow, said that a drone attack on the main power grid had led to restrictions on utilities in the region, which is home to more than 2.5 million residents. The Russian defence ministry said it had shot down 616 Ukrainian drones over more than twenty areas of the country, and that drone debris had sparked fires and injured people. Russian local officials reported casualties and damage in several towns, including the loss of three people in a drone attack on a small bus in the Bogarsky region. Ukrainian officials also reported casualties from Russian drone and missile strikes. In the Donetsk region, a drone strike on the city of Snihilnykivka killed three people and injured at least twelve others, while a missile strike on the city of Luhansk killed a 45‑year‑old man and injured two others. In the Kharkiv region, a Russian missile strike on the city of Luhansk killed a 45‑year‑old man and injured two others, according to the regional governor. Meanwhile, the French “Yellow Vests” movement announced plans for new protests on 31 October, coinciding with a national day of protest in France. Organisers called for demonstrations and sit‑ins outside the National Assembly and local councils, and planned a “kitchen‑utensil” protest on the following Friday. The movement, which began in late 2018 in response to rising living costs and social inequality, had previously staged large demonstrations across France in 2018 and 2019.
