China has announced plans to launch an international alliance against telecom and online fraud, with its founding ceremony set for September 2026 during the Global Public Security Cooperation Forum in Lianyungang, Jiangsu Province. The Ministry of Public Security revealed that more than 40 countries have already expressed interest in joining the intergovernmental organization.
Jiang Guoli, head of the ministry’s Criminal Investigation Bureau, stated that the alliance aims to enhance global cooperation, intelligence sharing, and joint operations to combat the rising threat of transnational telecom fraud. He described telecom and online fraud as a ‘global scourge’ and a major governance challenge, noting that Chinese police prioritize combating these crimes.
Recent operations have yielded significant results. Joint efforts with Myanmar since 2023 led to the dismantling of four major criminal gangs in the Kokang region. Earlier this year, a first-ever joint operation between China, the United States, and the United Arab Emirates resulted in 276 arrests. Cooperation with Cambodia, Laos, Thailand, Vietnam, Malaysia, Indonesia, and Sri Lanka has led to the arrest and repatriation of over 20,000 fraud suspects in 2026 alone.
The alliance builds on existing mechanisms and is expected to broaden participation globally. China welcomes all countries to join and strengthen coordinated measures against telecom and online fraud.
