US Official Frank Garcia’s West Africa Trip Signals New Security and Trade Strategy

Assistant Secretary of State for African Affairs Frank Garcia is set to visit Nigeria, Côte d’Ivoire, and Mali in his first official trip to Africa, signaling a strategic shift in the Trump administration’s approach to West Africa. According to Premium Times, the visits reflect a move away from broad aid language toward focused partnerships in security, trade, and sovereignty.

Garcia told the US Senate Foreign Relations Committee on March 5 that his mission would advance ‘America First priorities’ and ensure engagement is ‘disciplined, strategic, and firmly rooted in our national interests.’ He emphasized mutually beneficial partnerships that respect African choices.

Nigeria remains the anchor of US regional strategy due to its economic heft and security role. Côte d’Ivoire serves as a model of stable partnership, with deepened ties through health cooperation and military exercises. Mali presents the toughest test, as the US seeks to engage Bamako on counterterrorism without overriding its sovereignty, amid Mali’s ties with Russia’s Africa Corps.

The trip underscores a competitive diplomatic era in West Africa, with the US, France, China, Russia, and other powers vying for influence. For Mali, the visit could shape future cooperation on security and regional stability.
