Zelenskyi: Ukraina saa jälleen tiedustelutietoa normaalisti

Volodymyr Zelensky, president of Ukraine, said on X that the United States has fully restored the intelligence‑sharing arrangements that were suspended earlier this year. He added that the U.S. has also removed restrictions on Ukraine’s use of the Starlink satellite‑internet service, which had been limited in October as part of diplomatic pressure from Washington. Zelensky’s post, which cited Reuters reporting to Ukrainian TV channel TSN, noted that the U.S. had lifted all warnings about Russian ballistic missile strikes and that the Starlink service was again available for Ukrainian military use. He thanked U.S. officials for resolving two of the three challenges that had been raised in talks in Oslo: the sharing of intelligence and the use of Starlink and its military‑grade counterpart, Starshield. The only issue he said remained unresolved was air‑defence, noting that progress on Patriot missile systems had been slow. SpaceX chief executive Elon Musk has accused the Ukrainian armed forces of violating the terms of the Starlink service by using it to launch drone attacks. Musk posted on X that Ukraine had used the civilian Starlink network for military purposes, a claim that the company’s commercial service is not intended for. He also suggested that the U.S. government was controlling the military‑grade Starshield system. Ukraine has denied the allegations. In a statement to the Associated Press, Ukrainian defence technology adviser Serhii Beskrestnov said that the civilian Starlink network is subject to strict speed limits (70–90 km/h) and that it cannot be used for deep‑penetration or medium‑range strikes. Beskrestnov added that the restrictions on the commercial service made it impossible for Ukrainian forces to use it for the alleged drone attacks. A Russian source has indicated that negotiations between the United States, Ukraine and Russia could resume after 4 November, the day on which Russia will observe a national unity holiday. Juri Ushakov, a senior adviser to President Vladimir Putin and a foreign‑policy counsellor, told the Ukrainian news outlet Ukrainska Pravda that talks could begin after the holiday. Ushakov said that the first meeting would likely be preliminary and that he did not expect significant results from the initial session. U.S. officials have suggested that the next round of talks could be held in Abu Dhabi or Switzerland. The possibility of a trilateral meeting has been discussed in Washington, but no concrete plans have been announced. The Starlink system, operated by SpaceX, provides wireless broadband via a constellation of low‑Earth‑orbit satellites. Its military‑grade version, Starshield, is designed for secure communications and has been used by the U.S. armed forces. Ukraine has relied on Starlink for communications that are difficult to jam or destroy, and the U.S. has been a key partner in restoring that capability after earlier restrictions were imposed.
