UK youth job crisis: 1m young people now detached from work and education

Nearly one million young people aged 16 to 24 in the UK are not in education, employment, or training (NEET), according to a government interim report. This represents one in eight young people—a figure that has barely improved in 25 years. The report warns that the issue is worsening, with 60% of NEET young people now economically inactive, meaning they are neither working nor seeking work.

The data reveals a stark generational shift: 6 in 10 young people today have never held a job, up from 4 in 10 in 2005. This detachment from the labour market has severe consequences. Young people who remain outside education or work face long-term financial and social costs, including an estimated lifetime earnings loss of up to £300,000. The report also highlights the broader economic impact, estimating the cumulative annual cost to the UK economy at £125 billion—a figure exceeding annual education spending.

The report frames this as a ‘moral crisis’ and a ‘strategic economic risk.’ It argues that Britain’s ageing population cannot rely on a generation that is increasingly disconnected from the workforce. The consequences extend beyond individual hardship, threatening productivity, public services, and fiscal sustainability. The government’s review calls for urgent action to address what it describes as a ‘lost generation’—one that risks being left behind as the economy struggles with labour shortages and rising welfare costs.

The report does not attribute the decline solely to economic factors but notes structural issues in education, skills development, and welfare systems. It concludes that the current approach is unsustainable and demands a systemic overhaul to reintegrate young people into work and learning.
