Transformations with the Workers

José Antonio Pérez Pérez, a member of the National Secretariat of Cuba’s Workers’ Central Union (CTC), told the newspaper Trabajadores that the country’s economic and social transformations cannot succeed without the active participation of workers. “Without the leading role of workers in the process of implementing the ongoing economic and social transformations, it will not be possible to achieve the increased production levels that the country needs,” he said. Pérez is part of the CTC’s training group that educates union cadres and leaders nationwide on the role of the labor movement in Cuba’s current economic, political and social context. The seminars also cover Law 189, the Labor Code adopted by the National Assembly of People’s Power in July, which updates Cuba’s labor legal framework in line with the Constitution, recent amendments and international labor commitments. Training schedule and reach In October, the CTC National Secretariat dedicated the month to specialized training for union leaders and workers on the transformations underway and the legal norms that implement them. The program was carried out in the five eastern provinces—Camagüey, Ciego de Ávila, Mayabeque, and Artemisa—where more than 600 union leaders and cadres participated. The following week the training moved to Sancti Spíritus, Villa Clara, Cienfuegos, Matanzas, Pinar del Río and the Isle of Youth. Pérez said the goal is “to ensure that these transformations are studied in every workplace, that they are understood by the workers, and that they can then be included in all planning for the coming year, impacting the growth of activity levels, production, and services.” Seminar content The seminars cover: 1. Economic and social transformations and the legal framework that supports them. 2. Law 189 and the responsibilities of the labor movement in representing members. Particular emphasis is placed on Article 475, which requires that fundamental workplace decisions be analyzed and approved by the General Assembly of members and workers, the highest union body. 3. Decree Law 120, which grants greater autonomy to state‑owned socialist enterprises. The law contains a chapter on worker participation, mandating involvement in the development of the enterprise plan, its monthly evaluation, and the approval of the salary system in agreement with the union. 4. Worker participation in the 2027 economic plan. Pérez noted that more than 50,000 assemblies have already been held in workplaces with the participation of 1.8 million workers, providing a basis for continued monitoring of the plan’s development and the national budget. Ongoing training “The training does not end in October,” Pérez said. “This is an ongoing process; we’re not going to stop. As long as legal regulations continue to be approved that impact the improvement of the lives of the people and workers, we will provide specialized training on them.”
