Teacher files abuse complaint against police partner

A teacher from Mindanao filed an administrative complaint against her live‑in partner, Police Corporal Ricardo J. Silva Jr., on 27 October at the National Police Commission (NAPOLCOM) Central Office in Quezon City. The complainant, who identified herself only as “Ma’am,” accused the corporal of repeatedly abusing her over a period of nearly nine years. During a press briefing, NAPOLCOM Commissioner Ralph Calinisan said the commission would pursue the case and emphasized that police officers must be held accountable for violence against women, including against their partners or spouses. “Bawal manakit ang ating kapulisan ng kahit na sino, lalo na po ng kanilang kinakasama o asawa,” Calinisan said, adding that victims of domestic abuse should report their cases to authorities rather than tolerate violence. Ma’am recounted that she had reached a point where she could no longer escape her situation and sought help from a fellow teacher and from Calinisan, who helped her reach NAPOLCOM. She urged other women experiencing similar circumstances to break their silence and seek assistance before prolonged abuse further affects their well‑being, aspirations and livelihoods. “Huwag n’yo na pong tiisin. Huwag n’yo nang hintayin na masiraan kayo ng bait, mawala ang mga pangarap n’yo sa buhay, o mawala ang mga pinaghirapan ninyo,” she said. Silva apologized for his actions during the briefing and asked his fellow officers not to follow his example. “Sa mga kabaro ko, huwag n’yo akong tularan,” he said, also asking the public for forgiveness for what he described as his wrongdoing. NAPOLCOM stated that it would pursue appropriate administrative proceedings against Silva for grave misconduct and conduct unbecoming of a police officer. The allegations will be investigated, and due process will be observed. The filing of the complaint marks the beginning of proceedings to determine Silva’s liability, but the allegations have not yet been established through the proper process.
