South Sudan’s President Salva Kiir announced the dissolution of the transitional unity government and the appointment of a caretaker administration on Tuesday, September 22, ahead of the country’s first general elections scheduled for December 22.
The presidential order, read on the state‑owned South Sudan Broadcasting Corporation, removed vice presidents, ministers, local administrators, and dissolved both the national and state legislative assemblies.
Under the new arrangement, Kiir will remain president during the electoral period until a newly elected president is sworn in. The caretaker administration will comprise 13 national ministries, 10 state governors, and chief administrators for the Abyei, Greater Pibor, and Ruweng administrative areas.
The move follows amendments to the National Elections Act, signed into law by Kiir on Monday, which removed previous legal requirements linking the elections to the completion of a permanent constitution and a national population and housing census.
President Kiir has led South Sudan since the country’s independence from Sudan in 2011. The National Elections Commission is preparing to begin voter registration in advance of the December 22 polls.
The caretaker arrangement replaces the power‑sharing government that was established under the 2018 peace agreement.
