Quantum computing cluster emerging in Andhra; Fab, ATMP hubs emerging in Gujarat, Bhubaneswar: ISM CTO

New Delhi, Sept. 9 2026 – India is expanding its semiconductor and advanced technology landscape, with new clusters emerging in several states, according to Sarin Sundar, Chief Technology Officer of the India Semiconductor Mission (ISM).

Speaking at the launch of the India Photonics Association (IPA), an independent, ecosystem‑led body for the photonics industry, Sundar said the government expects the outlay under the Semicon India 2.0 programme to be close to USD 40 billion, although the estimate may change as more states join the initiative.

He highlighted the development of a quantum‑computing cluster in Andhra Pradesh, noting that the state is also expected to host a photonics cluster in the same region.

In addition, Sundar announced the creation of fab and Assembly, Testing, Marking and Packaging (ATMP) clusters in Gujarat and Bhubaneswar, aiming to replicate the success of Taiwan’s Hsinchu semiconductor ecosystem.

“The clusters are being formed…the government’s objective is very straightforward. If you see Taiwan, that is Hsinchu, Hsinchu is where almost all the fabs are located in a small closed cluster, so we would like to have similar clusters at different places,” Sundar said.

He also mentioned the progress of 3D glass, a photonics substrate, noting that Intel partner 3DGS has secured a “100 % takeoff from Intel.”

Regarding semiconductor capacity, Sundar said the Tata fab is expected to have a capacity of around 50,000 wafer starts per month, and that details of approved projects are available on the ISM website.

The launch of the IPA aims to boost innovation, strengthen industry collaboration and support India’s position in the global photonics ecosystem. The body will serve as a neutral platform for collaboration and provide industry‑grounded inputs to inform policy.

These developments reflect India’s broader strategy to build technology clusters across the country, drawing inspiration from established ecosystems such as Taiwan’s Hsinchu.
