Central to the President’s domestic policy remains his advocacy for the four-acre model of wealth creation, a strategy he first introduced in the 1997 National Resistance Movement manifesto. The model is designed for smallholder farmers and emphasizes intensive, strategic land use over large-scale cultivation. According to the President, farmers with four acres or less can achieve financial stability by dedicating one acre to coffee, one to fruits, one to zero-grazing dairy farming, and one to food crops, while supplementing these with poultry, piggery, or fish farming.
The President frequently cites individual success stories to promote this approach, such as Richard Nyakaana of Rwengaju in Fort Portal. Nyakaana, who began with one and a half acres, reportedly expanded his operations to include thousands of birds and multiple cows, resulting in significant annual profits. The President contrasts this intensive approach with traditional cash crops like sugarcane, which he argues can lock up small plots of land for long periods with infrequent financial returns.
Kellen Owente, a member of the Presidential Press Unit, noted that the President consistently delivers this message to various stakeholders, including religious and cultural leaders, urging them to encourage their communities to adopt these agricultural strategies. The President maintains that the most effective way to support his vision is for citizens to move away from subsistence farming and actively participate in the money economy.
