Parliament resumes with 2027 Budget, Anti-Gay Bill and Appropriation Bill in focus

Parliament will reconvene on Tuesday, 3 November, for the third meeting of the second session of the ninth Parliament of the Fourth Republic. The session will focus on the 2027 national budget and a number of pending legislative proposals. A key agenda item is the presentation of the 2027 Budget Statement and Economic Policy by Finance Minister Dr Cassiel Ato Forson on 12 November. The budget is expected to outline the government’s economic agenda for the coming year, including projected revenue, planned expenditure, fiscal targets and policy measures. It will also detail the government’s approach to addressing current economic challenges, promoting growth, managing public debt and improving citizens’ welfare. Following the minister’s presentation, Members of Parliament will begin a detailed assessment of the proposed fiscal plan. Parliamentary committees will review budgetary allocations to ministries, departments and agencies under their respective oversight. The process will allow lawmakers to evaluate expenditure priorities, question proposed allocations and submit recommendations before the House considers the Appropriation Bill. Once passed, the bill will authorize the withdrawal of funds from the Consolidated Fund to meet approved government expenditure during the 2027 financial year. In addition to the budget, the Human Sexual Rights and Family Values Bill—commonly referred to as the Anti‑Gay Bill—will also be on the agenda. The proposed legislation has sparked debate locally and internationally, drawing reactions from politicians, religious institutions, civil society organisations and human rights advocates. Supporters argue that the bill is intended to safeguard Ghana’s cultural identity and traditional family values, while opponents question its compatibility with human rights protections and raise concerns about its legal implications. The handling of the bill is expected to attract significant public attention as Parliament resumes its legislative business.
