The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has identified Mozambique as the only country in Southern Africa facing continuous conflicts that generate humanitarian needs in the second quarter of 2025. While the region transitions from emergency operations caused by floods and cyclones to recovery, Mozambique remains mired in violence and displacement.
According to the OCHA report, the insurgency in Cabo Delgado province has caused 6,632 deaths since October 2017, with 2,224 of 2,408 violent events involving alleged elements of Islamic State Mozambique. The conflict has led to widespread population displacements, destruction of infrastructure, interruption of basic services, and difficulties in accessing livelihoods.
The report also highlights acute malnutrition, cholera outbreaks, and food insecurity affecting millions across Southern Africa, including Mozambique. Despite some improvement in regional food security, around 13.3 million people remain in crisis due to drought, poor harvests, and high food prices. Cholera cases exceeded 17,000 with over 200 deaths in the region between April and June.
OCHA warns that vulnerabilities remain high, but Mozambique’s situation stands out as the only active conflict zone in the region, demanding sustained humanitarian assistance and international focus.
