Kyiv has requested an additional 32.6 billion euros in funding from the European Union to address its ongoing economic requirements. The request was confirmed by European Commissioner for the Economy Valdis Dombrovskis following an informal meeting of EU finance ministers in Dublin, Ireland.
Dombrovskis stated that while the European Commission and Ukrainian officials are working to determine the exact economic deficit for the coming year, the situation is becoming clearer. He noted that the intensification of the Russian invasion has increased financial pressure on Ukraine, making previous projections regarding the 2027 funding gap less likely to be met without further assistance.
The European Union is currently in the process of distributing a 90 billion euro aid package, covering both military and budgetary support for 2025 and 2026. However, Ukrainian officials, including Finance Minister Serhiy Marchenko, have indicated that this amount is insufficient to cover the country’s current uncovered financial needs.
To address the shortfall, the European Commission is considering revisiting the proposal to utilize frozen Russian assets. This approach has been supported by Spain, Poland, the Netherlands, and Sweden, who argued in a joint letter in late August that current loan structures are inadequate. A similar proposal faced opposition in December 2025, primarily from Belgium, due to concerns regarding potential retaliation from Moscow.
Dombrovskis indicated that the Commission is prepared to study the modalities of using these assets if Russia does not provide war reparations. In addition to financial requests, Minister Marchenko urged European nations to strengthen their defenses against Russian threats, including hybrid warfare, and offered to share Ukraine’s experience and technological insights gained during the conflict to bolster European security cooperation.
