Janusz Lewandowski: Nowa perspektywa finansowa Unii rodzi się w bólach

The European Union’s multi‑annual financial framework has evolved into a long‑term planning tool that shapes the continent’s future. The current framework, which will run until 2034, is the latest in a series of budgets that began in 1988. The first multi‑annual budget was introduced in 1988 as the “Delors package.” It was designed to support the accession of Greece, Portugal and Spain to the European Community and to reduce the economic gap between these new members and the founding six states. The package helped the three countries integrate more quickly into the EU’s economic and political structures. Since then, the EU has adopted successive multi‑annual budgets, each covering a seven‑year period. The most recent framework, adopted in 2021, extends through 2034 and reflects the Union’s priorities for the coming decade, including climate action, digital transformation and resilience to global shocks. Poland has played a prominent role in the EU’s budgetary history. Since joining the Union in 2004, it has been the largest beneficiary of EU funds, receiving a significant share of the budget to support its economic development and integration into European markets. These budgets are not merely political statements; they contain detailed financial figures that illustrate the Union’s economic trajectory. The numbers reveal how the EU’s fiscal policy has shifted over time, highlighting the changing balance of support among member states and the evolving priorities of the Union.
