Rwanda and the Democratic Republic of Congo Hold Security‑Focused Meeting in Germany Rwanda and the Democratic Republic of Congo (DRC) held a three‑day meeting in Garmisch, Germany, from 20 to 22 October 2026. The talks were organized by the Marshall Center and brought together military planners from both countries, as well as representatives from the African Union, Qatar, and various U.S. agencies. The meeting was announced by the U.S. Africa Bureau on its X platform on 27 October 2026. The purpose of the meeting was to review and coordinate the implementation of the Washington Agreement, signed on 27 July 2025 by the foreign ministers of Rwanda and the DRC in Washington, D.C., with U.S. support. The agreement, which was reaffirmed by Presidents Paul Kagame and Félix Tshisekedi on 4 December 2025 before U.S. President Donald Trump, sets out a new framework for addressing long‑standing security challenges in eastern DRC. Key provisions include: Dismantling the Democratic Forces for the Liberation of Rwanda (FDLR) and other armed groups. Removing security measures imposed by Rwanda in the region. Respecting the sovereignty of both states. Establishing a permanent mechanism to monitor compliance. During the Garmisch talks, participants discussed the drafting of a document that will specify how the DRC will dismantle the FDLR and how Rwanda will lift its security restrictions. U.S. officials expressed satisfaction with the constructive nature of the discussions and the parties’ commitment to achieving lasting peace in line with the Washington Agreement. However, the U.S. also noted that implementation of the agreement remains challenging. The DRC has been accused of failing to take adequate steps to dismantle the FDLR, and of negotiating with the FDLR instead of fully committing to the terms of the Washington Agreement. These allegations have been highlighted by U.S. officials and observers as a significant obstacle to progress. The meeting in Garmisch is part of a broader effort by the Joint Security Coordination Mechanism (JSCM) to strengthen cooperation between the two countries and to ensure that the commitments made in the Washington Agreement are carried out effectively.
