Imbert Warns Expansion To 17 Corporations Could Create Staffing And Funding Problems

Diego Martin North/East MP Colm Imbert has warned that expanding Trinidad’s local government structure from 14 to 17 municipal corporations could create significant financial, staffing and administrative challenges.

Imbert questioned how new corporations would secure headquarters, equipment, administrative personnel, CEOs and other resources while existing corporations are already facing financial constraints.

He also raised concerns about daily-paid employees whose workplaces could fall under newly created municipal boundaries.

Imbert asked how staff would be divided between existing and new corporations and whether transfers could affect seniority arrangements for workers.

He further questioned the cost of establishing additional administrative structures at a time when, he claimed, corporations are struggling to fund development programmes, infrastructure, equipment, goods and services and garbage collection.

Imbert said the legislation contains a proclamation clause and suggested the changes could not realistically be implemented immediately because extensive administrative and human resource arrangements would first have to be completed.
