Guyana: Registrar, Magistrate, Attorneys Among Six New Puisne Judges

The Judicial Service Commission has appointed six new Puisne Judges to serve in Guyana’s judiciary, enhancing the courts with diverse legal and administrative experience. The new appointees include:

  • Sueanna Lovell, Registrar of the Supreme Court
  • Mandisa Breedy, attorney-at-law
  • Azeena Baksh, attorney-at-law
  • Christel Lambert-Meertins, Commissioner of Title
  • Renita Camille Singh, Commissioner of Title
  • Sunil Scarce, Senior Magistrate

The announcement was made in a statement from the Supreme Court of Judicature. President Dr. Mohamed Irfaan Ali is expected to administer the oath of office on Wednesday, July 1. According to the Judicial Service Commission, the appointments bring together years of experience from various sectors within the justice system.

Sueanna Lovell has 24 years of experience as an attorney-at-law, including 17 years in the judiciary as a magistrate and registrar. Mandisa Breedy has practiced law for 23 years, served as a Legal Aid Attorney, and is also a trained mediator and former member of the Legal Practitioners’ Committee. Azeena Baksh has served as Registrar of Deeds for the past 14 years, having been appointed to that office in 2012.

Christel Lambert-Meertins spent nine years as a magistrate before becoming Commissioner of Title and holds postgraduate qualifications in criminology, criminal justice, and oil and gas law. Renita Camille Singh previously served as State Counsel in the Chambers of the Director of Public Prosecutions, spent ten years as a magistrate, and two years as Commissioner of Title. Sunil Scarce has served as a magistrate for 14 years and has experience as State Counsel, Legal Officer, and Legal Aid Attorney.

The appointments come as Guyana continues to strengthen its judiciary in response to growing demands on the court system. Collectively, the six appointees bring experience in criminal, civil, commercial, land, and public law, with careers spanning the private bar, judicial administration, prosecution, legal aid, and the magistracy.
