Botswana’s comprehensive tax reforms are set to deliver an estimated P2.47 billion in additional revenue each year, with the heaviest burden placed on businesses, high-income earners, and foreign digital service providers. The Botswana Unified Revenue Service (BURS) announced the projections following a series of policy changes aimed at broadening the tax base and increasing compliance.
The new measures are designed to ensure that those with higher capacity to pay contribute more, while also capturing revenue from the growing digital economy. Foreign digital service providers, including streaming and e-commerce platforms, will now be subject to local taxation.
Analysts say the reforms could significantly boost government coffers, providing funds for infrastructure, healthcare, and education. However, business groups have expressed concern about the added costs, warning that some may be passed on to consumers.
The government maintains the changes are necessary for fiscal sustainability and reducing reliance on mineral revenues. The reforms take effect immediately, with full implementation expected over the coming fiscal year.
