The Joint Task Force to Combat Building Maintenance Tendering, coordinated by the Security Bureau and comprising the Police Force, the Independent Commission Against Corruption (ICAC) and the Competition Commission, carried out a joint operation on 5 and 6 November 2026. The operation, code‑named “Lian Feng”, targeted a tendering syndicate linked to the tri‑ad organization Tri‑Ming. Police arrested 66 individuals, including 54 men and 12 women aged 29 to 79, and seized a large quantity of documents from the offices of several construction and consulting firms. On the evening of 6 November, investigators visited two sites in San Po Kong. At a commercial building on Baat Tai Street, they entered the office of an engineering company and removed a substantial amount of files. The documents were related to building maintenance contracts and financial records. The syndicate had attempted to secure contracts before the government’s “pre‑screening list” mechanism was implemented. According to authorities, the group sought to exploit fluctuations in material prices and urgent project needs to persuade property owners to sign contracts with companies under its control. The investigation uncovered 12 contracts worth approximately HK$100 million. The 66 detainees include seven directors and six staff members of six construction companies, ten directors and two staff members of ten consulting firms, a director and a staff member of a property management company, and a member of a property owner’s statutory corporation. Several of those arrested have known ties to Tri‑Ming. Charges brought against the suspects involve offences under the Prevention of Bribery Ordinance, the Theft Ordinance, the Crimes Ordinance, the Gambling Ordinance and the Competition Ordinance. The Competition Commission, acting under a court order, conducted searches of 78 premises, including the offices of the construction and consulting firms and the residences of the suspects, and seized relevant building maintenance documents and accounting records.
