The National Group of Construction and Public Works Entrepreneurs (GNEBTP-Togo) has launched a nationwide awareness campaign targeting technical and administrative staff to address increasing regulatory pressure in the sector. On September 11, 2026, the organization held a session at the IFAD Bâtiment in Adidogomé, Lomé, for site managers, technicians, administrative assistants, and draftsmen.
Yawo Agbessi Tsogbe, president of GNEBTP, stated that the initiative aims to improve the quality of tender submissions. He noted that while company directors hold ultimate responsibility, it is often the staff who prepare the documentation. Tsogbe emphasized that the era of administrative improvisation is over, warning that errors or attempts to manipulate offers can lead to severe consequences for the companies involved.
The campaign follows a period of heightened oversight by the Public Procurement Regulatory Authority (ARCOP). The regulator has been actively publishing lists of companies excluded from public contracts for periods ranging from two to seven years due to infractions such as falsification of documents, false declarations, and failure to meet contractual obligations. Additionally, ARCOP issued a circular on March 30, 2026, reinforcing strict regulations and potential sanctions regarding subcontracting practices.
During the event, Kossi Batchey, an expert in public procurement, provided training on ARCOP’s regulatory mechanisms and the risks associated with submitting fraudulent documentation. GNEBTP, which represents over 700 companies across Togo, plans to extend this training program to the Plateaux, Centrale, Kara, and Savanes regions.
According to the group, maintaining strict administrative compliance is essential for the survival of local small and medium-sized enterprises, particularly as they face increasing competition from foreign firms and stringent requirements regarding turnover during the bidding process.
