After months of tension following a heated budget dispute, Governor Pulaalii Nikolao Pula struck a conciliatory tone at Monday’s opening of the Fourth Regular Session of the 39th Legislature. In a departure from his usual addresses, the governor spoke almost entirely in English and extended an olive branch to lawmakers.
“Though we may occasionally differ in our best to achieve our goals, we should never lose sight of the fact that our destination remains the same,” Pulaalii said. “Every decision we make should be guided by one simple question—Is this in the best interest of the people of American Samoa?”
The governor noted that his administration inherited mounting obligations but achieved financial stability through fiscal discipline. He outlined plans for the FY2027 budget, which will again reduce local revenue projections, and appealed for passage of reforms to the American Samoa Government Employees Retirement Fund (ASGERF).
“This proposal is part of a broader strategy for the Territory’s long-term financial position while protecting the retirement security of thousands of dedicated public servants,” he said. Senate President Tuaolo Manaia Fruean responded with a reflective tone, quoting a Samoan song about forgiveness and assuring the governor that “the Fono is your friend.”
