Finland is undergoing a major administrative shift as municipalities take over employment and economic development services from state-run TE offices starting in 2025. The reform creates 45 employment areas, most serving multiple municipalities, while Lahti, Kouvola, Helsinki, and Vantaa manage services independently. For job-seekers, the change aims to be seamless, but familiar TE offices will disappear, requiring new contact information via municipal websites. Development Manager Erja Lindberg of the Association of Finnish Cities and Municipalities highlights that the reform addresses silo-like structures that left people falling between services. Municipalities, already bearing part of unemployment costs, will now tailor services to local needs, assembling a ‘jigsaw puzzle’ of support based on regional strengths.
