Guyana: Hoesela Harris Charged With Murder Of Xavier Fraser

Hoesela Harris, a 22-year-old individual, appeared before Acting Chief Magistrate Faith McGusty at the Georgetown Magistrates’ Court on Monday. He was formally arraigned for the capital offense of murder. Harris was not required to plead to the indictable charge, which alleges that on December 21, 2025, at Plum Park, Sophia, Georgetown, he unlawfully caused the death of 27-year-old taxi driver Xavier Fraser, who was also a father of two.

Following the arraignment, Harris was remanded back to prison until his next scheduled court appearance on July 15, 2026. This is pending the submission of further evidentiary statements. The state’s case describes a late-night attack that occurred at approximately 22:36 hrs near Mercy Wing in Plum Park. A post-mortem examination report indicates that Fraser was killed in an execution-style shooting, suffering a single, fatal gunshot wound to the head. Additionally, a 19-year-old bystander was struck and severely injured during the incident.

Harris initially came under police scrutiny after an armed robbery on Chapel Street, Lodge. Utilizing the state’s Smart City surveillance network, technical operators tracked a black Toyota Auris linked to the robbery. Tactical officers intercepted the vehicle on Eping Avenue, Bel Air. During the encounter, Harris allegedly brandished a firearm at the officers, prompting law enforcement to respond with justifiable force, resulting in Harris being shot in the thigh.

Harris was treated at the Georgetown Public Hospital Corporation (GPHC) under heavy armed guard before being discharged into police custody. Following forensic analysis and ballistic cross-matching, investigators linked Harris to the crime scene evidence recovered from the murder. In addition to the murder charge, Harris faces multiple charges, including armed robbery, attempted murder of the bystander, and unlawful possession of a firearm and matching ammunition. The judicial process is set to continue next month as prosecutors prepare to provide complete disclosure files.
