Guyana: Guyana Government Requests Additional $54.8 Billion in Spending

The government of Guyana has presented a request for an additional $54.8 billion in funding to the National Assembly, following the approval of a $1.558 trillion national budget just four months prior. Among the significant allocations in this supplementary budget is a request for $3 billion for the Guyana Sugar Corporation, commonly known as GuySuCo.

Senior Minister in the Office of the President with Responsibility for Finance, Dr. Ashni Singh, stated that the additional funds are intended to support the government’s broader development agenda across various ministries and agencies. The request for GuySuCo is particularly noteworthy due to the corporation’s historical reliance on public funding. In the current budget, the sugar industry was already allocated $13.4 billion, with the government indicating ongoing support for modernization, mechanization, factory upgrades, and production increases.

The new request for GuySuCo would increase the funding for the sugar industry by approximately 22 percent compared to the previously allocated amount. Additionally, the Ministry of Agriculture is seeking an overall increase of $4.5 billion, with GuySuCo receiving the largest portion, while $807 million is designated for the Guyana Rice Development Board.

This supplementary request has raised questions regarding the financial sustainability of GuySuCo, as taxpayers are being asked to contribute further funds shortly after the national budget was finalized. The government has emphasized its commitment to revitalizing the sugar industry, yet the latest request indicates ongoing financial challenges for the corporation.

Beyond agriculture, the supplementary budget also includes requests for additional funding in other sectors. The Ministry of Public Works is seeking more funds to expedite various infrastructure projects, including roads and drainage systems, with $496 million allocated for the maintenance of hinterland airstrips. The Ministry of Public Utilities is requesting additional resources for coastal water supply, while the Ministry of Housing aims to secure more funding for infrastructure development. Furthermore, the Ministry of Home Affairs is requesting $60 million for the Customs Anti-Narcotics Unit, and the Ministry of Health is seeking approval for the rental of several buildings.

This supplementary budget request will undergo parliamentary scrutiny, particularly regarding the necessity of these additional funds so soon after the national budget’s passage. The focus is expected to be on GuySuCo, as the corporation seeks another significant financial injection from the public purse.
