The Guyana Lands and Surveys Commission (GLSC) is actively working to clear backlogged applications for land, as stated by Commissioner Enrique Monize during a recent awards ceremony marking the agency’s 25th anniversary. The GLSC is currently surveying thousands of acres across nine of the ten administrative regions, excluding Region Four (Demerara-Mahaica). Monize noted that these lands are being transferred directly to the Central Housing and Planning Authority (CH&PA).
He mentioned that the GLSC is focusing on an additional 8,000 acres of land this year to assist the CH&PA in addressing its backlog in regions outside of Region Four. This announcement follows a report from the CH&PA indicating that a new digital single window system for land and construction applications has led to a 21 percent reduction in backlogged residential applications and a slight increase in non-residential applications.
CH&PA Research Officer Kimberly Cosbert reported that since the system’s launch in June 2024, there have been 8,513 applications submitted, with 64.3 percent being residential. Of the remaining 7,590 applications, 3,535 have been closed while 4,055 are still in process. This indicates that the system is effectively facilitating the movement of applications through various stages.
Monize also mentioned that a task force is conducting inventory checks of files at the commission’s regional offices to eliminate dormant files and reduce backlogs. This initiative has reportedly led to a significant decrease in complaints during outreach efforts.
In relation to land management, Monize addressed a recent incident of attempted land-grabbing at the old toll station land at Hog Stye, where the GLSC conducted a survey to preserve the land for potential use by the Public Works Ministry. He emphasized the importance of retaining government land for public purposes.
The GLSC, established under Act No. 15 of 1999, succeeded the Department of Lands and Surveys and is currently revising maps, with the Georgetown map nearing completion. New maps for coastal and developed areas are also in progress. Additionally, the GLSC is updating regional land use plans for Regions Three and Four and re-evaluating the draft national land use plan.
President Irfaan Ali expressed the government’s commitment to developing a modern, efficient, and transparent land administration system that prioritizes citizen engagement. He highlighted the need for accessible and digitized records, accurate data for decision-making, and stronger geographic information systems to support planning and development across the country.
