Guyana’s Permanent Representative to the United Nations, Ambassador Carolyn Rodrigues-Birkett, has addressed concerns among member states regarding the United Nations’ effectiveness. During an Interactive Dialogue with Member States and civil society, she noted that many countries are increasingly frustrated with the UN’s response to global challenges. Rodrigues-Birkett emphasized that this sentiment has been evident during Guyana’s recent tenure on the UN Security Council, where discussions often centered on international crises and the performance of multilateral institutions.
While acknowledging the criticisms, she also recognized the significant contributions the UN has made since its establishment over 80 years ago. Rodrigues-Birkett stated that many nations owe their independence to the UN’s decolonization efforts, and highlighted the organization’s role in peacekeeping, humanitarian support, and conflict resolution. She remarked, “No country is untouched by the work of the United Nations.”
Despite the UN’s historical achievements, Rodrigues-Birkett argued that the current global landscape necessitates a more adaptive and effective institution. She pointed out several challenges facing the UN, including increasing global conflicts, slow progress on the Sustainable Development Goals (SDGs), and financial pressures. The UN80 reform initiative aims to modernize operations and improve mandate delivery.
Her vision for the UN includes three key objectives: reaffirming the core principles of the UN Charter, reforming systems and practices, and collaborating closely with member states. Rodrigues-Birkett emphasized the importance of commitment to peace and security, development, and human rights. If selected as Secretary-General, she pledged to maintain open communication with governments, regional organizations, civil society, and UN staff.
She concluded her presentation by outlining the essential qualities needed for the next Secretary-General, including discernment and versatility. Drawing from her experience in various diplomatic roles, Rodrigues-Birkett expressed confidence in her ability to lead the organization effectively. She was nominated by President Mohamed Irfaan Ali and the Government of Guyana for this position, as the race to succeed current Secretary-General António Guterres intensifies amid discussions about the UN’s future direction.
