Senior Minister in the Office of the President with responsibility for Finance, Dr. Ashni Singh, emphasized that President Ali expects strict adherence to public accountability standards across all ministries and government departments. Following the President’s directives, Dr. Singh held a follow-up meeting with Permanent Secretaries to address tighter contract management practices.
Key instructions from the meetings include:
- Contracts must be executed as agreed, ensuring that goods and services are delivered in the specified quantity, quality, and timeframe.
- Permanent Secretaries are to ensure timely implementation of contracts, with liquidated damages imposed on contractors who miss deadlines.
- If contractors fail to deliver after the liquidated damages period, ministries and agencies should act promptly to terminate those contracts.
- Most contractors are required to have performance bonds, which protect the government from financial losses if obligations are not met.
- Permanent Secretaries are responsible for ensuring that performance bonds are valid and do not expire.
- The use of contract contingencies for price adjustments will be curtailed, with any changes needing approval from the original authority.
These measures aim to strengthen the administrative system overseeing government contracts, ensuring that citizens receive the goods and services they are entitled to in a timely manner. Dr. Singh noted that these instructions are part of broader efforts by the Ali administration to enhance service quality for citizens.
