DOJ offers free legal aid to pet owners affected by Bulacan animal dumping

The Department of Justice Action Center (DOJAC), in collaboration with the Animal Kingdom Foundation (AKF), has launched an initiative to provide free legal assistance to pet owners impacted by the improper disposal of animal remains in San Jose del Monte, Bulacan. The partnership follows the National Bureau of Investigation’s (NBI) filing of criminal cases against the operators of a local pet aftercare service. The facility is accused of collecting payments for cremation services while instead discarding the remains of deceased pets in public waterways and dumpsites. Justice Undersecretary Margarita Gutierrez condemned the actions of the operators, stating that the government is committed to assisting grieving pet owners in holding the responsible parties accountable. “To the pet community and all pet owners affected by this heartbreaking animal dumping incident: We stand with you in seeking justice for the animals you considered family,” Gutierrez said in a statement. “Pets are cherished members of the household, and the callous disregard shown in this incident has no place in a civilized society.” The NBI has concluded its investigation into the specific incident in Minuyan Proper, filing charges that include multiple counts of animal cruelty under the Animal Welfare Act, as well as potential estafa charges related to fraudulent business practices. The Department of Justice is currently coordinating with investigative and animal welfare agencies to conduct a broader probe into the operations of similar facilities nationwide. The Animal Kingdom Foundation expressed support for the legal proceedings, noting that while they had previously engaged with the owners of the involved crematory service, they believe it is appropriate to allow the legal process to proceed under the Department of Justice. The organization stated it would continue to monitor the case closely. Affected pet owners seeking legal guidance or wishing to submit documentation regarding the incident are encouraged to contact DOJAC via email at dojac@doj.gov.ph. Investigations into other reported animal dumping incidents in different regions remain ongoing.
