Leaked UN report ‘establishes conclusively’ that UAE hired Colombian mercenaries for Sudan’s RSF

A confidential report by United Nations investigators has concluded that the United Arab Emirates (UAE) facilitated the deployment of Colombian mercenaries to support the Rapid Support Forces (RSF) in the ongoing Sudanese conflict. The report, submitted to the UN Security Council last week, alleges that the UAE-based firm Global Security Services Group (GSSG) coordinated the movement of these fighters through Libya, Somalia, and Chad. According to the document, the Puntland Maritime Police Force base in Bosaso, Somalia—an entity linked to the UAE—served as a transit and training site for the mercenaries before their deployment to Sudan. The report states that these personnel provided combat and technical support to the RSF, including drone operations, artillery, and infantry assistance. Investigators specifically noted the mercenaries’ role in RSF military operations in Darfur, including the siege and capture of el-Fasher. The findings detail a supply network that funnels arms and personnel to the RSF through territories controlled by various regional actors, including the Haftar family in Libya, as well as regions in Ethiopia, Chad, and the breakaway Somali territories of Puntland and Somaliland. The RSF has previously been accused by the United States and other international bodies of committing genocide in Darfur. In a letter included in the report, the UAE government rejected all allegations of wrongdoing regarding the Sudan conflict, stating that it takes claims concerning mercenaries “very seriously.” The Emirati foreign ministry did not respond to requests for comment regarding the specific findings of the UN Panel of Experts. This report, which is marked as strictly confidential, arrives as Lana Nusseibeh, the UAE’s candidate for a senior UN position, faces increased international scrutiny. While the UAE and other involved entities have consistently denied involvement in the conflict, the UN investigators maintain that the evidence of the UAE’s logistical and personnel support for the RSF is conclusive.
