Apia’s Old Courthouse Connected Colonial Rule With Samoa’s Independence

Apia’s Old Courthouse occupied a place in both Samoa’s colonial history and its emergence as an independent nation. An ABC Pacific report published on 22 May 2020 traced those connections as demolition began amid public opposition.

According to the report, the German Administration built the courthouse in 1902. ABC identified Friedrich Stünzner as its designer and builder, drawing attention to the building’s origins through an interview with his grandson, Oskar Stünzner.

Its historical significance extended beyond its construction. In 1929, Mau movement leader Tupua Tamasese Lealofi III was fatally shot by New Zealand police in front of the building during the event known as Black Saturday. ABC described the event as a turning point on Samoa’s road to independence.

The building subsequently became associated with a different political order. When Samoa gained independence in 1962, the Old Courthouse was home to the new Samoan government, according to the report.

Those layers of history help explain the opposition ABC documented when demolition started in 2020. The report identified objections from opposition groups and people on social media, as well as the involvement of a descendant of the man who built it.

The account does not supply original architectural plans or a detailed record of the building’s earliest internal uses. Nor does it establish a ranking of Samoa’s most recognisable landmarks. It does, however, document why the Old Courthouse mattered: a building erected under German administration became a setting associated with colonial violence and later housed the government of an independent Samoa.
