Main Points
China has unveiled draft rules that would give its government new powers to monitor and potentially restrict the export of its top‑tier artificial intelligence models, a move that signals a shift from the open‑access approach that has characterised Chinese AI firms in recent years. The new regulations come after the Chinese start‑up Moonshot AI released Kimi K3 in July, an AI model that rivalled some of the best systems produced by American companies and was freely downloadable by anyone. The open‑access model had become a key advantage for Chinese firms in their competition with the United States to shape the future of AI. Under the draft rules, Beijing would be able to track where its frontier AI systems are deployed and could limit their spread for strategic and security reasons. The government has stressed that the vast majority of the technology would still be freely exported, aiming to balance national security concerns with the desire to remain a global leader in AI innovation. Kyle Chan, a fellow at the Brookings Institution, described the policy as a “two‑voice” approach: one side demanding tighter control to protect China’s interests, the other advocating for continued global sharing of its AI advances. The draft rules reflect Beijing’s effort to regulate the spread of its frontier AI systems while still encouraging global users to adopt Chinese software. The policy will be closely watched by industry observers and governments worldwide as it could reshape the global AI supply chain and the balance of technological influence between China and the United States.
