Senegal faces ongoing challenges in reducing electricity costs despite the commencement of gas production at the Grand Tortue Ahmeyim (GTA) field in January 2025. While the offshore project is operational, current infrastructure and contractual arrangements limit the amount of gas available for domestic power generation.
The GTA project, a joint venture between Senegal and Mauritania, was primarily designed for international export. Under existing agreements, the majority of the phase one production is committed to BP Gas Marketing for a twenty-year period. According to the national oil company Petrosen, the current allocation for the Senegalese domestic market is approximately 35 million cubic feet of gas per day. Former Minister of Energy Birame Souleye Diop noted that this volume is sufficient to power a 250-megawatt plant, which remains below the country’s total energy requirements.
In May 2025, President Bassirou Diomaye Faye announced plans to redirect 20 to 25 percent of the phase one liquefied natural gas toward the domestic market by 2027. However, the specific contractual volumes and pricing structures for this supply have yet to be finalized. Kosmos Energy, a partner in the consortium, anticipates an agreement in principle regarding domestic gas sales in 2026, with plans for a project expansion known as phase 1+ to facilitate increased local supply.
Beyond contractual negotiations, the physical infrastructure required to transport gas from the offshore field to power plants is still under development. The installation of the first pipeline segment, covering approximately 85 kilometers, began on September 10 near Saint-Louis. This infrastructure is intended to eventually transport up to 300 million cubic feet of gas per day, but the completion of the necessary gas pipelines and power plant integration remains a critical step in the transition to domestic gas-fired electricity.
