The National Transportation Safety Committee (KNKT) has called for a comprehensive review of maritime safety regulations in Indonesia to ensure better protection for passengers and cargo. During a webinar hosted by the Indonesian Transportation Society (MTI) on Friday, September 18, KNKT Chairman Soerjanto Tjahjono emphasized that regulations must be evaluated and revised if they are found to be ineffective in guaranteeing safety.
Soerjanto specifically highlighted concerns regarding Ministry of Transportation Regulation (Permenhub) PM 115, which governs the transport of vehicles on ships. He noted inconsistencies in the rules regarding vehicle lashing, which is the process of securing cargo to prevent shifting. According to Soerjanto, while the regulation mandates that vehicles be secured, it simultaneously contains clauses suggesting that not every vehicle requires lashing. Furthermore, he pointed out that many lashing ropes currently in use fail to meet the required 10-ton strength standard.
The KNKT also identified practical challenges in implementing safety protocols for heavy vehicles. Soerjanto stated that many ships lack sufficient lashing points to properly secure trucks weighing between 30 and 40 tons, which require lashing on four sides. He noted that these operational hurdles often prevent full compliance with existing safety standards.
In addition to vehicle security, the KNKT has recommended a review of Permenhub PM 28 of 2022, which outlines procedures for issuing sailing permits. On January 13, 2025, the committee recommended that vessel inspections move beyond administrative document verification to include physical checks. Soerjanto argued that random physical inspections are essential to verify a ship’s construction, stability, machinery, safety equipment, and crew competence before departure, particularly in light of potential weather-related risks.
