Millions of euros in Albanian public contracts have been awarded to companies linked to the Austrian construction firm Strabag SE, a group in which sanctioned Russian oligarch Oleg Deripaska held a significant stake. According to a report published by the Tirana Times on September 17, 2026, these business interests remained largely obscured because they did not operate through entities directly bearing the oligarch’s name.
The connection between Deripaska and the public contracts was facilitated through Rasperia Trading Limited, an entity through which the oligarch held approximately 28 percent of Strabag SE. The report highlights that while Deripaska was subject to international sanctions, Strabag and its associated companies continued to secure public works projects in Albania.
The situation has raised concerns regarding the effectiveness of Albania’s mechanisms for identifying the ultimate beneficial owners of companies participating in public procurement. The findings suggest that gaps in oversight allowed business interests tied to a sanctioned individual to benefit from public funding, despite the international restrictions placed upon him.
