**UN Human Rights Council to Review Report on Impact of U.S. Sanctions on Cuba**

**HAVANA** — A report detailing the impact of unilateral coercive measures on human rights in Cuba is scheduled to be presented on September 8 during the 63rd session of the United Nations Human Rights Council.

The document was authored by Alena Douhan, the UN Special Rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights. The report follows an official visit Douhan conducted in Cuba from November 11 to 21, 2025, at the invitation of the Cuban government.

Alejandro González Behmaras, director of International Organizations at the Cuban Ministry of Foreign Affairs, announced the presentation during a press conference. He stated that during her 2025 visit, Douhan met with representatives from the government, civil society, and local communities to assess the effects of the economic, commercial, and financial embargo imposed by the United States.

According to González Behmaras, the Special Rapporteur concluded during her visit that the U.S. sanctions violate human rights and recommended that the U.S. government lift them. The official further alleged that the United States has intensified its policy toward Cuba since that time, citing what he described as increased pressure in the energy sector.

González Behmaras emphasized that the visit was part of Cuba’s ongoing cooperation with UN human rights mechanisms, noting that the country prioritizes these international engagements.
