The Cayman Islands Government has introduced a proposed amendment to the Development and Planning Act as part of its broader housing reform agenda. The Development and Planning (Amendment) Bill, 2026, is intended to support the Public and Affordable Housing Policy and the 10‑Year Strategic Plan.
Key provisions of the bill would give the Cabinet the authority to modify planning rules and to waive associated fees. The amendments are aimed at streamlining the approval process for new developments and facilitating the delivery of affordable housing projects across the islands.
The bill is currently in the drafting stage and has not yet been presented to Parliament. It is expected to be debated in the coming months as part of the government’s efforts to address housing supply and affordability challenges.
