The Tobago House of Assembly (THA) mourns the loss of Allan Richards, a foundational figure in Tobago’s public service landscape. Richards, who was the first Chief Administrator of the THA, passed away recently, prompting an outpouring of condolences from assembly officials and the broader community.
Richards commenced his career with the THA in 1983, playing a pivotal role in setting up the Planning Department. His tenure as Clerk and subsequent appointment as the first Chief Administrator under the Tobago House of Assembly Act in 1996 marked significant milestones. He remained in this role until 2008, during which he contributed extensively to Tobago’s developmental agenda.
Beyond his public service, Richards was a visionary businessman, notably as Chairman of Towers Hospitality Group. His efforts in the hospitality sector, including establishing the Comfort Inn and Suites in Scarborough, were crucial in bolstering Tobago’s tourism industry. His business acumen and dedication to service earned him the Tobago Medal of Honour (Gold) for Public Service and Entrepreneurship in 2023, followed by the Legacy of Leadership Award in 2025.
The Office of the Chief Secretary expressed profound sympathies to Richards’ family and friends, acknowledging his unwavering commitment to nation-building. His legacy of leadership and service continues to inspire and will undoubtedly influence future generations.
