Proposed Coconut Industry Regulations Stir Concerns Among Small Producers

Trinidad and Tobago’s coconut industry may soon be facing stricter regulations as new proposals aim to enforce licensing and improve food safety compliance among coconut-based product producers. These changes, designed to formalize the sector, are intended to bolster consumer confidence and ensure market access, according to Riyadh Mohammed, an agriculture consultant at Tropical Agriculture Consultancy Services.

The proposals include fines for producers who operate without a license, a move intended to enforce compliance. However, this has raised concerns among small and traditional producers who fear the financial burden. “The small producers will want clarity on the new licensing process and how support will be provided to mitigate financial risks,” Mohammed stated.

The proposals are part of a broader government agenda to revitalize the coconut industry and align it with global food safety standards. Mohammed highlighted that these measures could significantly improve the quality of industry data, essential for crafting effective support and financing tools.

But not everyone is optimistic. Many small producers, who often operate in rural communities with limited enforcement historically, worry about the potential for disruption. “Enforcement should be gradual,” Mohammed advised, suggesting the use of phased approaches or grace periods to ease compliance.

While the new regulations promise benefits like improved oversight and consumer safety, they also signal a tougher stance on compliance, pushing the industry towards formalization. For a sector that has long thrived on small-scale operations, navigating these changes will require clear communication and considerable government support.
