APNU Member of Parliament Ganesh Mahipaul has voiced his opposition to the government’s initiative to repeal the Former Presidents Benefits and Other Facilities Act of 2015. He cautioned that this move could lead to a return to a system of uncapped and unrestricted benefits funded by taxpayers.
Mahipaul characterized the proposed repeal as “unconscionable,” arguing that it would be an affront to hardworking citizens of Guyana and could facilitate the misuse of state resources. He emphasized that the 2015 Act did not eliminate reasonable benefits or protections for former presidents but rather introduced transparency, accountability, and sensible limits on benefits funded by the public purse.
While Mahipaul acknowledged that former presidents are entitled to benefits that reflect the dignity of their former office, he insisted that these benefits must be clear, justifiable, and subject to limits. He stated, “We are not opposed to former presidents receiving benefits that reflect the dignity of the office they once held.”
Mahipaul suggested that if the caps established under the 2015 Act require review to align with current costs, such discussions should occur openly. He firmly stated, “What we cannot support is a return to unlimited benefits funded by the taxpayers of Guyana.”
He warned that repealing the safeguards of the 2015 Act would regress the country at a time when citizens are demanding greater accountability in public resource management. Mahipaul urged that the proposed bill should not be expedited through the National Assembly but instead referred to a Special Select Committee for thorough examination by all parliamentary parties and relevant stakeholders.
According to Mahipaul, this approach would facilitate meaningful consultation, review existing benefit levels, and develop a modern framework that balances respect for former presidents with accountability to taxpayers. He stressed that the issue should not be viewed as a matter of political advantage, stating, “The goal should be the creation of a fair, transparent, and sustainable piece of legislation.”
Mahipaul concluded by asserting that any final legislation should garner broad support in the National Assembly and earn the trust of the Guyanese populace. He reiterated APNU’s firm opposition to the repeal of the 2015 Act if it leads to uncapped and unlimited benefits for former presidents, urging citizens to reject what he termed a regressive measure and advocate for a transparent consultative process that serves the national interest.
