Several families in Trinidad and Tobago purchased residential plots over a decade ago from a company called Policy Consultants Limited (PCL), owned by former government minister Dr Carson Charles, and are yet to receive their deeds. The issue, first brought to light in March 2024 by Guardian Media, revolves around approximately 25 families who bought plots at the Hillview Park development in Longdenville in 2014. Despite paying between TT$350,000 and TT$400,000 for the lots and being promised their deeds and utilities within a year, the families are still waiting. Frustrations are mounting and legal actions are under consideration. This isn’t the first time, as delays and approval issues have been reported in other PCL developments too. Charles attributes the delay to the lengthy approval process required from multiple state agencies, though he admits the situation has been difficult for buyers. Despite this, he maintains his company continues to work through the process and offers buyers the option to cancel agreements if dissatisfied.
