Uganda has appointed Ambassador Robie Kakonge as non-resident envoy to Brazil, marking a renewed diplomatic engagement with Latin America’s largest economy. Kakonge, who already serves as Uganda’s ambassador to the United States, will now also represent Uganda in Brazil. She presented her credentials to Brazilian President Luiz Inácio Lula da Silva on July 8, calling it ‘an honour’ and expressing commitment to strengthening bilateral ties.
The appointment comes as Uganda seeks to diversify its diplomatic and economic partnerships beyond traditional allies, reflecting a foreign policy increasingly oriented towards the Global South. Brazil, a BRICS member and global powerhouse in agriculture, aviation, and technology, aligns with Uganda’s development ambitions. Kakonge’s expanded portfolio positions her at the centre of efforts to reinvigorate a relationship that has remained cordial but underdeveloped since 1969.
Vincent Bagiire, Permanent Secretary of the Ministry of Foreign Affairs, declined to comment on strategic considerations. Analysts say the move underscores a broader shift towards flexible partnerships based on mutual economic interests. Uganda’s engagement with Brazil follows similar outreach to the UAE, Saudi Arabia, India, Turkey, and China.
Whether the renewed diplomatic push translates into deeper trade and investment remains to be seen, but Kampala is clearly looking beyond traditional horizons. As emerging powers reshape the global order, Uganda is casting a wider net in pursuit of new markets and technology.
